Charleston resident and U.S. Coast Guard Auxiliarist, William Carter, is joining the Recreational Boating Safety Outreach Department as editor of WAVES, the auxiliary’s nationally published Watercraft and Vessel Safety newsletter.
The U.S. Coast Guard Auxiliary’s Recreational Boating Safety (RBS) Outreach Directorate is dedicated to promoting safe boating on U.S. waterways by improving the knowledge, skills and abilities of recreational boaters, according to its mission statement.
As WAVES editor, Carter will solicit and collect RBS articles, stories and photographs as well as proof-read, edit, assemble and design the publication. The primary focus for WAVES are the stories that demonstrate and reaffirm the auxiliary missions of providing boating safety through the marine dealer and partner visitation program, free recreational vessel safety checks, public education courses, boating safety programs and other partnerships.
Carter comes well suited for the editor position; he also serves as Flotilla Staff Officer-Publications and Flotilla Staff Officer-Communication Services at Flotilla 12-8 Charleston and Staff Officer-Publications for Division 12 in South Carolina which includes eight flotilla units. In just over two years as a member of the auxiliary, Carter has initiated a number of internet based enhancements for content, storage and access of auxiliary publications at both the flotilla and division levels. WAVES is distributed to auxiliary members, Coast Guard and other boating partners via emails and is shared online at http://bdept.cgaux.org/wp/.
Carter attended the University of South Carolina and Charleston Southern University with a major in economics, graduating in 2001 with a Bachelor’s Degree. He also studied geography, computer science, history, sociology and business administration. Besides working full-time for a local Charleston business, Carter’s interests include surfing, reading, jazz and classical music, gardening, photography and travel. Already a qualified Vessel Examiner (VE) and Recreational Boating Safety Program Dealer/Partner Visitors (PV), Carter is also working on becoming a qualified Boat Crew member.
