According to the report, narcotics officers were watching a home in which the resident is known to distribute pot, as determined through an investigation.

Police watched a car pull into the driveway. The driver went inside the residence and two minutes later came back out.

The incident report said that according to the detective’s training, this type of in-and-out activity is a significant indicator of a narcotics transaction taking place.

The detective followed the driver and initiated a lawful traffic stop because the driver failed to use his blinker.

The officer asked for his driver’s license and noticed the driver would not make eye contact with him, the report said.

His hand was shaking when he handed over his driving credentials and at that point the officer asked him to step out of the car.

The driver consented to a search of his vehicle, but officers did not locate any contraband.

There was also nothing found on his person. The driver was given a warning and allowed to leave.
